Since 1983 communities that wanted to build or upgrade a playground could take the initiative to raise funds and the City would match the amount raised through the Neighbourhood Park Development Program (NPDP). The NPDP has worked well for some communities but others haven't been able to get the funding. To make it more equitable for all communities the City is proposing the Community Parks Framework which would depend on taxpayer funding for playgrounds.
