Its been a long time since I was in school and studied the roles of various levels of government but from what I recall its seems the lines have been blurred and crossed many times. As with most controvercial issus there are TWO prevailing (dipole) perspectives regarding gor't authority/jurisdiction... namely "centralized (big) government) is best" VS "decentralized gov't (small/local) governemnt is best". My perspective on determining governent authority is; the more localized the issue (ie. my personal choice for me and myself, my family and my community), the more localized the government reach MUST be.
